May 19, 2015 Cabinet Meeting Notes

Cabinet was called to order by President Turner at 9:00 a.m.

Members present were: Dr. Steve Turner, Dr. Mark Arant, Mr. David Koehn, Dr. Laura Boren, and Mr. Hardcastle

Members absent were: None

Finalize Approval of Budget Items from Budget Meeting Last Friday

Mr. Koehn and President Turner refreshed the group on capital budgets that are ongoing. The group discussed items related to the approved priority list that was vetted at the Cabinet Retreat. Mr. Koehn reminded the group that approved items will be completed as funds are available. Items related to scholarships and auxiliary budgets were tabled for further discussion at a later date.

OKHEEI Meeting Update

Mr. Koehn updated the group on discussions regarding health insurance coverage costs for FY16. Universities within the OKHEEI group have been discussing the possibility of changing health care providers. The group discussed submitted RFP's from multiple insurance companies and determined that while there will be an increase in premiums, the OKHEEI group will continue with Blue Cross/Blue Shield for health and dental coverage and Vision Service Plan (VSP) for vision coverage. BC/BS offers more provider opportunities than other submissions. Representatives will finalize plan options and provide information at the appropriate time.

Capital Project Update

Mr. Koehn reported that projects are moving along as planned. The Webb Center is receiving new carpet in labs; sod is going in at the Event Center; demolition bids for the Willis property open today; the turf project at Doc Wadley begins today; bids will open on June 2 for the new Food Lab; Scene Shop at Play House is on hold until final approval from the fire marshal has been received; and the new student housing project is progressing well. Mr. Hardcastle added that new LED signage will be going up around the Play House in June.

Enrollment Update

Dr. Boren reported that we are at 60% of the budget goal for credit hour production numbers for fall 2015 enrollment. As freshmen begin to enroll and Orientation sessions begin, we will see an increase in numbers in the next few weeks. Transfer students are being admitted and enrolled. Dr. Boren also reported we are at a 3.49% increase in new student admissions which is approximately 1,300 new students. Students not yet enrolled include Optometry and Speech Path. Dr. Arant added that there has been an increased interest in international students since last year. Increased enrollment numbers in this area are expected to enroll during 2015-16.

Student Hold Plan Request

Dr. Boren reported that the Banner Committee has recommended a Hold plan be created in order to ensure compliance. During the discussion, it was determined that all holds must be approved by Cabinet before being instituted or enforced.

Conners State Leaving the Muskogee Campus

Dr. Arant reported that Conners State College may move their Library out of the NSU Muskogee campus this summer.

Cash Advance Policy

Mr. Koehn asked Cabinet members if there were any issues in moving forward with the previously submitted policy. All approved to move forward. President Turner signed the policy as of 5-19-15.

Data Task Force Report

President Turner began discussions regarding the recent Data Task Force Report. Dr. Turner provided each member with a list of 10 next steps from the report. He asked Cabinet members to be prepared to discuss the entire report as well as these 10 areas at the next Cabinet meeting.

Chronicle of Higher Education Articles

President Turner handed out two articles from the May 15th issue of the Chronicle of Higher Education. These articles titled, Students College Choices Aren't Fully Rational (and That's OK) and How to Persuade Admitted students to Enroll: Try Everything reported methods and statistics related to enrollment and recruitment of colleges and universities. Both articles include information related to recruitment. A section within the article related to Students College Choices emphasizes 3 Key Findings About College Admissions to include: Yield Rates are Sliding, Transfer Students are Crucial, and Recruitment Has No Borders.

Announcements

President Turner updated the group on Budget Appropriations. He stated that there is no agreement as of today but is expecting to be finalized any day now.
