The Oklahoma College Assistance Program (OCAP), formerly known as the Oklahoma Guaranteed Student Loan Program, provides college access, aid awareness, financial literacy and student loan management programs and services that benefit students, parents, schools and community partners.

An operating division of the Oklahoma State Regents for Higher Education founded by the State Legislature in 1965, OCAP has served as Oklahoma's designated guarantor for the Federal Family Education Loan Program (FFELP) for more than 50 years.

The State Regents are the coordinating board for the Oklahoma state system of higher education, which is comprised of 25 colleges and universities including two research universities, 10 regional universities, one public liberal arts university and 12 community colleges and 11 constituent agencies and two university centers. The State Regents prescribe academic standards of higher education, determine functions and courses of study at state colleges and universities, grant degrees, approve each public college's and university's allocations, and approve tuition and fees within the limits set by the Oklahoma Legislature. The State Regents also manage numerous scholarships and special programs and operate OneNet, the state's advanced data network for education and government, and the Oklahoma College Assistance Program (OCAP), which provides important college planning, borrower education and default prevention programs and services that support students and higher education campuses.
